Fractional refers to time allocation. Instead of going from 0 to 1 headcount, you bring on someone to work a fraction of a full-time commitment. This could be 10, 20, or more hours per week.
Business Partner draws from the HR Business Partner model, a consultative role that helps different functions align their People practices with business goals.
Think part-time, but more strategic and responsive to business needs.
